Dec. 7th, 2023 - Special Meeting - AgendaBlue Lake Estates Board Meeting Bishop John Snyder High School- 5001 Samaritan Way, Jacksonville, FL December 07, 2023 6:30 pm AGENDA Call Meeting to Order- President or Vice President Ratify Board Meeting Minutes – November 17th, 2023 Member Forum- Members who have signed in to address the board are given 3-5 minutes to discuss only the items listed on the agenda. Old Business N/A New Business a. Santa Clause Holiday Decoration at the Entrance- The board will vote if the White Santa Clause will remain at the entrance. There was a complaint sent in by an owner/resident related to racial bias and religious bias and they want the figure removed from the entrance and placed somewhere else in the community. b. April 18th, 2024 - HOA Meeting - AgendaBlue Lake Estates Board Meeting Bishop John Snyder High School- 5001 Samaritan Way, Jacksonville, FL April 18, 2024 6:30 pm Board Members: Present: Wilbur Platts, Vanessa Williams, Derrick Pitts, Johnny “JC” Causey, Sandy Simmons, Russel Driver, Jay Johnson, Kathy Ball and Annette Brown. Management present: Eve Briscoe, BCM Services Inc. CALL TO ORDER: Will Platt called the meeting to order at 6:35 PM at Bishop John J. Snyder High School. ESTABLISH QUORUM: Quorum of the board was established, along with BCM representative Eve Briscoe, CAM. MINUTES APPROVED: Prior meeting minutes from the January 18, 2024 where read aloud and a motion passed to adopt the minutes as presented. The motion was approved by all members in attendance. MEMBER FORUM :All owner question where answered by the board that owners presented. OLD BUSINESS: N/A NEW BUSINESS: Landscaping- Provide beatification with low maintenance. Exercise Equipment- Keith Bibbins and Kathy Ball provided an update on the adult exercise equipment. This item will be discussed further for the 2025 budget year. Video Presentation- 3-D Visual Rendering There was a video presentation showing what the common area around the retention pond, and what it could resemble with the addition of the No Flip Hammocks, paddle boats, corn hole sets, tables and a floating dock. Tree Removal- Island Roundabouts- Pat’s Nursey will remove the (8) tree and flush cut them for $2900. The tree locations was provided to Pat by the board. Motion- A motion was made by Kathy Ball to approve the $2900. Expense to remove the trees the motion was seconded by Vanessa Williams. The motion passed and was approved by all. No Flip Hammocks- The hammocks would be placed around the pond for anyone to enjoy. Additional discussions will be had at a later time. Legal Waivers- The board would like to have legal waivers provided to any participants at a HOA event that would include the use of a bounce house or any water sports activities. (Available for download on BLE website) Wish List- A list of items to add to the community in 2025 was discussed. Playset at the rear of the community Installing a rubber mulch boarder Nine benches with awing covers 9 Hole Putting Green Expand a walking path behind Dancing Rabbit ln w/ Gazebos. Small dog Park A walking trail ADJOURNMENT: With no further business the meeting adjourned 7:40p.m. The next meeting will be held at Bishop Snyder July 18th, 6:30pm.

July 18th, 2024 - HOA Meeting - AgendaBlue Lake Estates Board Meeting Bishop John Snyder High School- 5001 Samaritan Way, Jacksonville, FL July18, 2024 6:30 pm Board Members: Present: Wilbur Platts, Vanessa Williams, Derrick Pitts, Johnny “JC” Causey, Keith Bibbins, Maxine McDainel, Sandy Simmons, Russel Driver, Jay Johnson, Kathy Ball and Annette Brown. Management present: Eve Briscoe, BCM Services Inc. CALL TO ORDER: Will Platt called the meeting to order at 6:30 PM at Bishop John J. Snyder High School. ESTABLISH QUORUM: Quorum of the board was established, along with BCM representative Eve Briscoe, CAM. MINUTES APPROVED: Prior meeting minutes from the April 18, 2024 where read aloud and a motion was made by Kathy Ball and seconded by Vanessa Williams to adopt the minutes as presented. The motion was approved by all members in attendance. OLD BUSINESS: N/A NEW BUSINESS: Fixed Repairs- Items that are not seen- Nine palms were removed. Pump replumbed on Dancing Rabbit. Ball aster tank repaired at the 1st and 2nd roundabout. Upcoming Projects- After August 31st the first payment will be received. The second payment will be received by December 31, 2024. 3. CEC Meeting update- Robin provided an update about the first meeting outcome. 4. Sheriff’s Watch- Max McDaniel- There has been no community participation. Are we as a community going to still participate? Who will be the representative for the community at the meetings? Vanessa Williams will place the sheriff Watch information on the community website. Meetings are on the first Thursday of each month. Place the association website information on the community bulletin board at the entrance. MEMBER FORUM : One owner thanked the board for all the work that they do for the association. The preserve area is over grown. There are many ducks in the community, and owners should not be feeding any of them. It is not good for the animals to depend on humans for food. The ducks will continue to return to the same area searching for food. All owners questions where answered by the board that owners presented. ADJOURNMENT: With no further business the meeting adjourned 7:40p.m. The next meeting will be held at Bishop Snyder Sept 12th, 6:30pm (Annual Meeting).

Recent Changes regarding Florida Homeowner's Association Meeting - Effective Oct 1, 2023
Florida legislature has mage changes to Florida Statute Chapter 720, also known as the "Homeowner's Association Act" (or the "Act"). The change that Blue Lake Estates HOA has had to execute in accordance to this, is regarding HOA Meeting Notices. More specifically, providing specifically identified agenda items that will be discussed for the upcoming HOA Meeting. Along with this change, when the floor is opened to the community for discussion, you must have signed up prior to the start of the meeting with what you would like to discuss. If you are wanting to discuss an item not on the agenda, then it will need to be tabled until the next meeting, as we are only able to discuss matters that are based on that meeting's agenda.
